ACKNOWLEDGEMENTS

Last Updated: October 10th 2025

The development of the WSUD Maintenance Compliance Framework has been led and written by the Framework Project Lead and Ocean Protect’s Water Sensitive Urban Design (WSUD) Specialist Daniel Rider. Daniel has established himself as a leader in WSUD maintenance compliance with this project, the establishment of the National WSUD Compliance Network, and his involvement in the redevelopment of the award-winning Blacktown City Council WSUD Compliance Program during his time at Blacktown City Council.

A special thank you and acknowledgement goes to Benny Penhallurick for his significant contributions in developing, reviewing, and refining ideas and components – provided both as a paid consultant and in-kind support. He was also a former WSUD Compliance Officer at Blacktown City Council and involved in the redevelopment of Blacktown City Council’s WSUD Compliance Program with Daniel.

With the Framework being a long-term and rapidly and continually evolving project, this list of acknowledgements will at times not be current and will be updated when possible. However, there is a large range of other individuals, organisations, and groups to be acknowledged and thanked for their involvement or contribution in the project, which includes, but is not limited to:

  • Ocean Protect for their funding, resourcing, and capacity directed towards the establishment of the Framework and the National WSUD Compliance Network. This included work and support from not only Daniel Rider, but Brad Dalrymple, Fotos Melaisis, Michael Wicks, Harout Tcherkezian, Lachlan Shackcloth-Bertinetti, André Magar, Steve Webb, Karunya Sateesh, Megan Muir, and others.
  • Clayton Utz for their New South Wales, Queensland, South Australian, and Victorian legal work for this project which included work from Dean Gerakiteys, Claire Smith, Wendy Evans, Damien Gardiner, Lauren Smith, Joel Parsons, Johnson Choi, Shira Rosenblum, Alice Brennan, and others.
  • Page Seager Lawyers for their Tasmanian legal work for this project which included work from Sarah Wilson and Sophia Farmer.
  • Dr Andrew Thomas (Stormwater NSW, Cooks River Alliance, Stormwater Australia, Stormwater 2030), Murray Powell (Stormwater NSW, Optimal Stormwater), Mark Gibson (Stormwater Queensland, Brisbane City Council), and Justine Barrett (Stormwater NSW, CSIRO, University of Tasmania) for their important support, input and insight.
  • Blacktown City Council for the leading work they have been doing in the space of WSUD maintenance compliance for over a decade, and for the contributions of both past and present staff who have helped advance this important area of practice, including:
  • the Framework’s in-principle supporters which at the time of the last update of this webpage was Stormwater NSW, Stormwater Queensland, Cooks River Alliance, Franc.Sydney, Stormwater 2030, Atlan Stormwater, and Optimal Stormwater.
  • Camden Council, Stormwater NSW, and Wave Consulting Australia for the images they have provided for the Guideline.

A sincere thank you is extended to all those who have contributed to the development of the WSUD Maintenance Compliance Framework through participation in National WSUD Compliance Network meetings, in-person workshops, webinars, the 2024 consultation period, or direct liaison with the Project Lead. Contributors and participants represent a diverse range of government, consultancies, research institutions, private industry, and other organisations. Their collective input and participation has been invaluable in shaping the Framework.
